Hon. Ole Kaparo former Kenyan Speaker with Hon James Wani Igga Speaker (SSLA)

Cognizant of:

  • the need to realize the CPA, the Fundamental Objectives and the Guiding Principles enshrined in Interim Constitution of Southern Sudan and the Interim Constitutions of  ten states of Southern Sudan on governance within the territory of Southern Sudan
  • recognizing the role of Southern Sudan Legislative Assembly and State Assemblies in adhering to good governance practices – that respects the bill of rights, human rights and human dignity, respects the rule of law, promotes gender equity, unity, reconciliation and peace  as well as commits to corruption free, transparent  accountable, inclusive, responsive and decentralized governance
  • urgency of enabling  the citizens to enjoy the peace dividends and hence improve their quality of lives and free them from poverty,

 

the Speakers of Southern Sudan Legislative Assembly (SSLA) and the ten State Assemblies came together and made a consensus decision to establish a Speakers’ Forum of Southern Sudan (SFSS) for working together and a way forward to realize the ideals of the CPA, the Interim Constitution of Southern and the Interim Constitution of the ten States in concert with the Government of Southern Sudan at all levels;

In this process therefore resolved:

  • The Speakers committed themselves to accept the SFSS as a collective body representing the common interests of the assemblies
  • SFSS is composed of SSLA and the State Assemblies with Speakers as representatives of the assemblies
  • it shall have an independent secretariat, however, as interim measure the SSLA and the Ministry of Parliamentary Affairs will jointly provide secretariat to the SFSS
