The Ministry of Parliamentary Affairs (MPA) is one of the youngest Ministries in the government of southern Sudan formed after the signing of the comprehensive Peace Agreement (CPA). Initially, our Ministry operated as a mere department handling government Affairs in the President’s office.
Later in January 26th 2006 the Ministry of Parliamentary Affairs was formed following a decree by H.E Lt. Gen. Salva Kiir Mayardit, the then first vice president of the republic of Sudan, and the President of the government of southern Sudan. MPA started operation with only 2 staff with no budget or office.
Thanks to generosity of the Legislative Assembly which allocated one office for us. In spite of those challenges our ministry continues to perform its function. MPA today has three directorates namely: directorate of administration & Finance, directorate of Legislative Affairs, and the directorate of governance affairs with over 68 staff.
This explains our noble background in regards to our Ministry’s functions.
Mandates of MPA
The Ministry’s mandate is to be in-charge of government business in the southern Sudan legislative assembly (SSLA) and nurture multi–party democracy .This should reflect the values of pluralistic democracy into the nation’s political culture.
Webster’s New World Dictionary defines democracy as the government by the people directly or through representatives. This is what the Ministry aims at nurturing and facilitating to be a way of life.
